Philinus

A Sicilian Greek historian of the mid-3rd century. Philinus apparently presented a pro-Carthaginian view of the First Punic War, one of the few ways in which we get a hint of the Carthaginian side of the story. He mentions a treaty by which the Romans bound themselves to keep their hands off Sicily, and the Carthaginians to keep away from the whole of Italy.

Polybius, who used Philinus as a source, specifically denies that such a treaty existed.
